Significant changes pending for UT Carry

There are several bills pending in the UT legislature that could change things significantly for.... out of state instructors and out of state permit holders.

The first is SB 34 which will require non-residents seeking a UT permit to first obtain a permit from their home state and their home state must have reciprocity with Utah. Currently that is not a requirement and many non-resident UT permit holders only carry on the UT permit. Residents of states without carry permits such as WI and IL will not be affected.

SB 36 will reduce the UT permit fee by $5.50 for residents (and lower non-resident fees by 0.25 cents) and raise the renewal fee for a UT permit by $5.00 to $15.00.

HB 214 makes significant changes to the Instructor program and to non-resident permits. The highlighted provisions will "require a nonresident applicant for a concealed firearm permit to hold a current firearm or concealed weapon permit from the applicant's state of residency that recognizes the validity of the Utah permit in that state or has reciprocity with the Utah concealed firearm permit law; and requires a nonresident applicant to pay an additional $5 processing fee for the issuance of the permit."

  1. If we already have a UT permit, will we be able to renew it even if we let our MN permit expire? Thanks, Fred
  2. You will have to have a MN permit and show proof to the state of UT when you renew your UT permit (assuming that the bill SB 36 becomes law which it is expected to do.)
  3. Being that this is my first year as a non-resident UT permit holder, are there any grandfather laws in place to validate my permit until expiration (4 more years)?
  4. @WIll X - When and if the UT law takes effect, you will be fine with your permit until renewal. Then you will be required to provide proof of a current permit from your home state.
