<a rel="external" href="http://www.nramedia.org/t/407548/7100181/3877/0/ & f="HF1467" & ssn="0" & y="2011"" title="">House File 1467</a> <br />
 was carried over from last year and was recently re-referred to the state Senate Finance Committee. Today, it was announced that the committee has scheduled a hearing for HF 1467 next Thursday, February 9. *Please contact members of the Senate Finance committee and urge them to pass HF 1467 quickly and help send this legislation to the Governor.* <br />
<br />
HF 1467 contains three important firearm policy improvements: <br />
<br />
_Stand Your Ground:__<br />
_HF 1467 would remove a person’s “duty to retreat” from an attacker, allowing law-abiding citizens to stand their ground and protect themselves or their family anywhere they are lawfully present. It would create a presumption that an individual who forcefully or stealthily enters or attempts to enter your home or vehicle is there to cause substantial or great bodily injury or death, so the occupant may use force, including deadly force, against that individual. It would also expressly allow an individual to use force, including deadly force, to prevent a forcible felony, and it provides protections against criminal prosecution and civil lawsuits when justifiable force is used. <br />
<br />
_Universal Recognition:__<br />
Currently, Minnesotans’ carry permits are only valid in fifteen states. Unfortunately, Minnesota’s Department of Public Safety has not sought out any additional reciprocity agreements. By adding the proposed language, Minnesota will recognize every state that offers a carry permit and drastically improve Minnesotans’ abilities to carry for self-defense in other states. The proposed language would also require Minnesota’s Department of Public Safety to enter in to reciprocity agreements. <br />
<br />
_Emergency Powers Reform:__<br />
The proposed language would prohibit any government agency from confiscating or regulating the lawful possession, carrying, transfer, transportation and defensive use of firearms or ammunition during a state of emergency, such as occurred in the wake of Hurricane Katrina in New Orleans, Louisiana. <br />

Fairfax, Va. - Governor Scott Walker has signed Wisconsin Castle Doctrine legislation into law. This common-sense measure strengthens the right of law-abiding citizens to use force, including deadly force, against an attacker in their homes, businesses or motor vehicles. It also strengthens protection from civil lawsuits by an attacker or attacker's family when justifiable defensive force is used."Gov. Walker and Wisconsin lawmakers know that law-abiding citizens must have the right to protect themselves when criminals attack, without fear of being second-guessed by an over-zealous prosecutor," said Chris W. Cox, executive director for NRA's Institute for Legislative Action. "Crime victims don't have the luxury of time when confronted by a criminal – they need to know that the law is on their side.  The Castle Doctrine statute accomplishes that by clarifying that crime victims may defend themselves without first being required to retreat."<br />
<br />
The NRA has led the nationwide movement to pass Castle Doctrine legislation beginning with Florida in 2005. Wisconsin is the 30th state to adopt this important measure with overwhelming bipartisan support.<br />
<br />
"On behalf of NRA members and all gun owners in Wisconsin, I would like to thank Assembly Majority Leader Scott Suder and Governor Walker for their leadership in making the Castle Doctrine law a reality," concluded Cox. "This victim's rights measure places the law on the side of gun owners who unfortunately become victims of crime - exactly where it should be."<br />

On 11/7/11, The Joint Committee For The Review of Administrative Rules (JCRAR) suspended portions of the emergency rules affecting the training requirements for concealed carry licenses. Proof of training is still required to apply for a license. The changes include:<br />
<br />
    Elimination of any time requirement for the firearms safety and training course<br />
    Elimination of the word test from the definition of firearms safety and training course<br />
    Elimination of any time requirement for firearms instructor training<br />
    Elimination of the instructor’s signature from the certificate affirming they taught the course to the student<br />
    Elimination of any instructor contact information on the certificate<br />
    Elimination of the location where the training was provided from the certificate<br />
<br />
Any application submitted prior to these changes will be processed in accordance with these revisions. If your application has been returned as a result of any of the above training issues, or because you did not have an out-of-state affirmation form; please resubmit the application with all necessary forms and the fee to the CIB Firearms Unit, PO Box 2718, Madison, WI 53701-2718, for reprocessing.

                The Wisconsin Department of Justice has rewritten a major portion of Wisconsin's Concealed Carry law by ...specifying a fixed time limit of four hours, banning online training courses, and requiring specific information to be included on completion certificates given to students. None of which is specified in the law. In fact, the bills sponsor in the Wisconsin Senate, Pam Galloway, issued her own press release stating her dissatisfaction with the DOJ rewriting and in her words "usurping" the legislatures power. <br />
<br />
According to Galloway, the Wisconsin legislature specifically did not include a fixed time limit for the training since people have varying degrees of skills and they wanted to leave it open for the instructor to decide. <br />
<br />
The NRA likewise is unhappy with Attorney General Van Hollen's office and their rule formulation. The rules mean that hundreds if not thousands of training certificates issued previously, including NRA completion certificates will not be accepted because they do not comply with the DOJ rules. The DOJ wants all of the following to be included on student certificates:<br />
<i>"Firearms safety or training certificate from a course taught by a national or state organization that certifies firearms instructors, or by an instructor certified by a national or state organization that certifies firearms instructors, or to the public by a law enforcement agency. If you participate in one of these courses, attach a copy of the certificate or affidavit from that course containing the following information:<br />
<br />
    Applicant’s name<br />
    Name of the firearms safety or training course.<br />
    Length of the firearms safety or training course (Minimum is 4 hours).<br />
    Date on which the applicant completed the firearms safety or training course<br />
    The city and state in which the applicant completed the firearms safety or training course<br />
    The name, address, and telephone number of the person or entity responsible for the firearms safety or training course (may be an individual instructor, national or state organization, law enforcement agency, educational institution, firearms training school, or another public or private institution or organization)<br />
    The name of the instructor who taught the firearms safety or training course and the name of the agency or organization that certified the instructor if different than above.<br />
    A signed statement by the instructor who taught the course affirming that the course satisfied the definition of a firearms safety or training course in s. JUS 17.03(8) and that the applicant successfully completed the course"</i><br />
<br />
Most firearm course certificates do NOT contain this information.<br />
<br />
Online training is accepted in at least six states as a valid form of training. Including here in Minnesota. While the department bans online training courses, they still accept as valid permits from Minnesota, Colorado and Iowa all of whom allow Firearm Safety Courses to be delivered over the Internet. Additionally, Minnesota and many other states allow for DNR certification to take place through an online process. And the Wisconsin DOJ will accept any DNR training from any other state in the nation. So why won't they also allow their own residents to partake in 21st Century delivery of course content? It is old school thinking. Wisconsin nearly had Constitutional Carry which would have required NO training! I think the DOJ saw this limited authority given to them by the legislature as a way to insert themselves between the citizenry and the citizenry's constitutional right to bear arms. They've in essence become the gatekeeper.<br />
<br />
If you don't like this anymore than we, or Pam Galloway and other legislators do, or dislike it as much as the NRA does, then do something about it and contact your WI legislators and have them modify the emergency rules pushed through without public comment by the DOJ. Do it today.

Defensive Handgun 101<br />
<br />
Defensive Shooting 101, 201, and 301 are designed to give you the skills needed to survive a violent encounter. These classes will teach you the technical skills such as drawing and reholstering, how to move and shoot and hit your target. How to reload under stress and why tactical reloads may save your life.<br />
<br />
We spend the session on the range where you will be introduced to practice drills to hone your defensive shooting skills. You will need to supply your own ammunition (approx. 250 rounds). You will be tested under timed shooting drills designed to increase your proficiency under stress. Each course builds on the last and the last course acts as a prerequisite for the next.<br />
<br />
NOTE: These classes are open to current permit holders only. You must show a valid carry permit on the day of the class.<br />

                The<a rel="external" href="http://files.dnr.state.mn.us/rlp/regulations/hunting/2011/full_regs.pdf" title="">2011 DNR hunting regulations (click here)</a>  pertaining to handgun carry by permit holders during archery season has changed....per the new hunting regulations: "The possession of a handgun by a person authorized to carry and the possession of other firearms suitable for small game is allowed while muzzleloader hunting. The possession of center fire rifles and shotgun slugs is prohibited while muzzleloader hunting. See page 89.<br />
<br />
• Persons with permits to carry and possess handguns may carry a handgun while archery hunting for deer. See page 17."<br />
<br />
So handguns may be carried by permit holders while hunting deer by archery this year and during muzzle loader season.                 That's how I'm feeling this morning. I believe we were sold down the river and my Congressman John Kline help with his "YES" vote yesterday to reauthorize the debt limit...An article Ann Barnhardt wrote on her blog is aptly titled "We The Stupid" and points out that there is nothing in the bill that makes Republicans or the Tea Party come out a winner. Instead we've handed Obama another TWO TRILLION (that's $2,000,000,000,000) to spend BEFORE the next election and as Barnhardt points out, Obama intends to spend every penny of it.<br />
<br />
The Republicans and in particular my Congressman John Kline state that the bill cuts spending "and includes no tax increases." At least that's why my Congressman thinks and says so in a press release on his Congressional web site. But there is the HUGE tax increase looming in the future on January 1st 2013 when the Bush Tax cuts expire. Good luck then. Most tax paying Americans will see a bump of about 7% in the taxes that are taken from their weekly checks. <br />
<br />
Additionally, the Budget Control Act will establish a "bi-partisan" committee to discuss future ways to balance the budget. But those CAN and undoubtedly WILL include tax increases. But Congress no longer likes to talk about tax increases and instead uses the term "revenue generation". We're being lied to and it's being done with language only a politician can appreciate. It would be much simpler if they said it in plain and simple terms: "America you're screwed and we did it to you!"<br />
<br />
If we have a true conservative in the bunch like a Michele Bachmann or a Chip Cravaack running against Kline in his next election cycle then let's get him or her in front of the public. <br />
<br />
They will have at least two votes from our family.<br />
